Message history is already more or less OK 'transferred' from old clients to newly added ones via XEP-0313 Message Archive. If some users are willing to synchronize data that was* explicitly sent in a specially encrypted form so it could not be possibly decrypted on any other device rather than on device it was sent for,* it should be done at app developer's own responsibility. Such developer should transfer data between his apps as he see fit, It should not be standard or something. Besides, CSV format is already standardized, with a bunch of other which are also capable to do this job.
