That's true, Responses and Actions are essentially separate things, though they go hand in hand and they were the result of a single discussion.
Yes, similar UX is expected and makes sense, though the specification obviously doesn't mandate any details regarding UX.
I don't know if splitting this already small specification with two similar features into two is necessary. Chances are that a bot which wants to simplify communication for users has use for both things. I could reduce the SHOULD for providing UX for actions to a MAY, so that clients that only want to support one of the features can do so without violating a SHOULD.

Do I assume the intent is that both responses and actions would be presented as the same UX in the receiving client?
Otherwise, I'm sort of leaning toward these being in different XEPs.
