The more I think about it, the more I agree that the two things are separate and should be separate. Same UX is unrealistic. Thinking of a mobile client, Quick Responses would probably be displayed near the on-screen keyboard, maybe above it. Actions would be displayed near the message that defined the action instead.
 
I still kind of expect that clients would implement both or neither, but I'm ready to be persuaded into splitting it.

This seems to be a two-in-one.
 
Do I assume the intent is that both responses and actions would be presented as the same UX in the receiving client?
 
Otherwise, I'm sort of leaning toward these being in different XEPs.
