Normally, it would be kind of the Editor's job to stay on top of the approving 
bodies if they don't manage to process PRs. However, the Editor is currently 
mostly just me. And I'm also Council Chair.

I'm trying to do a good job at this; I'm also "fine" if it's just me who does 
the busywork on the repository itself, but it would be tremendously helpful if 
people from the community stepped up to do this kind of triaging and 
housekeeping in the PR list.

So if you want to create a list of PRs which seem blocking on Council for you, 
please do so and send them to me directly. I'll match them with my records of 
council votes and we'll see what needs to be done about them.

If you want to be *really* awesome, you first filter out ones with obvious 
solutions by comparing them against meeting minutes which have been posted to 
standards@ (searching by PR number gets you surprisingly far, but sometimes 
you may also have to filter by date). Then you could include references to 
those items in the list of PRs, taking further load off me :).

If a PR is blocked with Needs Author and the Author is truly absent from the 
community, the Council can always override authorship. In general, we (the 
Editors) try to contact the authors on two or three different venues first. 
This has happened with XEP-0283 just recently.
