I don't think that description really works well in the general case.
What does it mean to not "process" a non-submitted field? In many cases
this is not an option and the only possible way to handle non-submitted
fields is to pick a suitable default value for that field (typically the
one from the form presented before).
How about:
The receiving entity of an incomplete submission form SHOULD assume the
*current* default value of the respective form for fields that are not
submitted. In case the form is used to change a configuration, this
often means the current configuration value.
The second sentence is only for clarification purposes, as this is
already specified for example in 0060 ยง 8.2.2 ("SHOULD contain the
current node configuration as the default values").
