Travis apologises for last week's absence, and tries to use the old 'my alarm 
didn't go off' excuse.

4a) PR #1140 (XEP-0363: notes) - https://github.com/xsf/xeps/pull/1140
Daniel thinks there is a normative change, technically - Jonas says that's why 
it goes through Council first.
Larm votes +1; Jonas also votes +1, saying that any other behaviour doesn't 
make sense; Daniel thinks it's fine because what else would you do with those 
headers, and votes +1.
Travis thinks some HTTP libraries don't allow specifying the header order - 
Jonas notes that it should be the header values, not the headers themselves. 
Jonas realises that the wording is confusing in this respect and changes his 
vote to -1. Georg adds that it's not clear which are the headers that MUST be 
included in the PUT request.
Jonas hijacks the PR to improve the wording - everyone now votes on Jonas's 
patched version.

5) Pending Votes
Georg and Travis on all four of last week's proposed XEPs, and Larma on PubSub 
Namespaces.

Travis votes +1 on the first three, but -1 on PubSub Namespaces.
Jonas says that the discussion has confirmed his perception that it should be 
-1 until fixed up as discussed on-list.
Georg still needs time to deliberate.
Larma votes on PubSub Namespaces: 0 (feel there is need for clarification, but 
this is not how it should be)

Jonas requests the link to the current Spreadsheet of Doom, as it's useful for 
Editor work - Travis obliges [2].
