Larm votes +1; Jonas also votes +1, saying that any other behaviour doesn't make sense; Daniel thinks it's fine because what else would you do with those headers, and votes +1. Travis thinks some HTTP libraries don't allow specifying the header order - Jonas notes that it should be the header values, not the headers themselves. Jonas realises that the wording is confusing in this respect and changes his vote to -1. Georg adds that it's not clear which are the headers that MUST be included in the PUT request. Jonas hijacks the PR to improve the wording - everyone now votes on Jonas's patched version.
