Larma, on XMPP over QUIC; Daniel, Jonas, and Larma, on WebSocket S2S.

Daniel asks whether Travis would be willing to take up Peter's offer [2] of 
guidance through the tribulations of the RFC process - he would, though would 
prefer to keep them as XEPs in the short-term.

WebSocket S2S:
Jonas: -0 (should probably be an RFC; can't bring myself to vote *for* the 
concept of websocket s2s)
Daniel: -0 (should be an rfc)

Jonas won't veto if Council wants to develop this in Experimental before it 
moves to an RFC.
Daniel notes that this won't pass unless Larma specifically votes in favour.

Jonas seconds Georg's comments [1] on XMPP over QUIC, in particular the port 
numbers - Travis disagrees on changing the default ports and gestures towards 
ALPN (why reveal we are doing XMPP instead of HTTPS) - Jonas thinks a 
registration should be sought regardless, as it makes sense for non-multiplexed 
use cases.
