I've updated the XEP once more to do exactly what you proposed.
The current version can be found at [1] and the diff to v0.3.1 is at [2].
Minor nitpick : section 9.1 still references the :1 namespace.
I think it would be nice to add a historical note/depreciation
notice/whatever of what was that :1 namespace for future references.
