Yes, this is likely your only problem.  Unlike other Macs, one with a
Tanzania motherboard will not start with a dead battery, giving those who
are not familiar with this unique trait the impression that the power supply
must be dead.

Just a couple of months ago I picked up a "dead" PM 4400 for a song because
the seller thought (or was told) the power supply was shot.  I replaced the
battery and it fired right up.  It's worked perfectly ever since.
