I personally have no experience with Maxtor, but I've just heard bad things said of Maxtor - one guy had a Maxtor die, and each time he gets it replaced, the replacement dies (reported at www.harddrivehell.com). I still wonder if he has a problem with his power supply or something that's causing this damage. There's also apparent evidence that the Maxtor hard disc driver is defective.
Anytime you have the a part and its replacement fail 2 or more times, always start looking for an external problem. Can't get to the site, but I would not initially suspect the PS because that would cause general problems. With a truly failed drive (not just driver problems) I would check for overheating. Before that though, I would swap out the drive cable and try a different channel on my controller or a different controller if possible. I have failed HDs by overheating them, and thought I had a HD problem when in fact the IDE cable was faulty. Also, is the drive being installed correctly and are proper static precautions being observed (I once heard of a computer manufacture having a very high HD failure rate in the factor that turned out to be problems handling the HDs that caused static discharge.) Finally, you don't need a vendor specific driver for IDE hard drives - there is no such thing. As for Maxtor HDs, I have not had a problem with any of their drives (and I have 4 currently and have installed at least 6 others). I have a number of them, and some have been spun up and down daily for years without issue and one (in my ReplayTV) that spins up and down every 15 minutes 7/24 that has been running for 18 months. Whatever this person's problem is, blaming it on Maxtor really sounds like sour grapes.
