Norman-- I reviewed my saved posts on this subject and here's the most clearly stated steps to take. Note: the power cord is plugged in and hold the CUDA switch down for a count of 10 (secs?).

Plus the last time my battery failed it tested at only 2.3v so there is a considerable tolerance below 4.5v from your battery pack, which is exactly what I switched to recently.

What works for me is to install the battery, re-assemble everything except for the outer cover, and plug everything in, including the power cable to the wall outlet. Then I use a pencil or thin wooden dowel to press and hold the CUDA button for a count of ten. Then my Max will power up. I then shut it down and put the cover on.

I replaced the battery this morning. Plugged everything back firmly and
tried to start up. Alas, I'm getting the same symptoms that I attributed to
a dead battery. I hear chime. Monitor starts to lighten, then goes black. I
can hear HD spin. Tried to boot from Disk Warrior by holding C key (the CD
tray opens and accpts a disk) --nada. Tried P-RAM, chimes once, then goes
black.

(After I installed the new battery, I pressed CUDA button. It did not seem
to click or go in, as one would expect a button to do when you press it. I
wonder if that's significant. Also, the replacement battery is not a Rayovac
840, but rather a combination of three AA batteries wrpped in a plastic
cover and with a velcro pad -- it is 4.5 on a volt meter.)
