Did you try switching the hard drive to the other ATA connection? You
might have to connect a second hard drive to the second ATA connection
if just switching them doesn't work.
I have a CD rewriter on my second ATA connection and I put a SCSI CD
drive in like you have. Both of the drives work fine for me.

I bought an Apple branded SCSI CD drive for my StarMax 3000 (Newer G3,
OS 8.6). When I disconnect the original IDE CD-ROM, the machine won't
even attempt to boot; doesn't even wake up the monitor.
