People are getting ahead of themselves with the stdlib breakout proposal. There will be a PEP explaining how we proposed to have it work for CPython, what changes to the build will be, etc. But the download for CPython will not change nor will a checkout in a major way as we will simply require the forest extension or subrepos from Mercurial.
