Hello to all.

Because of the current involvement in ESA's Summer of Code in Space
and any future events of this type, I've created a guideline for
reviewing proposed branch merges:

Of course, it doesn't apply only to SOCIS code but to all proposed
outside code merges beyond bug-fixing.

It's not complete (for example, I just noticed that I've forgotten to
add a point about checking compatibility with the last-released
version's configuration files). Suggestions and feedback are welcome.

I'm also going to make a list of "tips and tricks" for new contributors.
