I think we should organize to get the infrastructure running on some
external servers first and then look to migrate to Apache hosted
runtime.
There are two reasons:

1. I think it will place less burden on the infra team that way as we
will have the system up and running.
2. While Apache does have MSDN licenses it can use to do this, I think
it will be a change to the current model to have Windows servers
running under Apache's aegis. I assume it will mean new machines
needing to be installed, so I think it would be good to have a clear
idea of exactly what is required, what pre-reqs etc before we require
this.

I will bring this up on infrastructure@ and start the discussion there.
