I suggest we get a solaris zone set up for the Java and PHP stuff. If you
can ask on infra@ for that that'll be a start. Usually that's like an
automatic thing IIRC .. ask and you shall receive.
My preference is for Kamal to arrange a Windows Server license and get
that going in ASF. It will take time but let's get that started! There are
a bunch of projects (esp. non-Java stuff) that can benefit from having a
Windows server environment to test on.

There are two reasons:
1. I think it will place less burden on the infra team that way as we
will have the system up and running.
2. While Apache does have MSDN licenses it can use to do this, I think
it will be a change to the current model to have Windows servers
running under Apache's aegis. I assume it will mean new machines
needing to be installed, so I think it would be good to have a clear
idea of exactly what is required, what pre-reqs etc before we require
this.
