Yes, There is a lot of inconsistency in page implementation and use of the 
controls.
It is a prototype and had a few different hands in web stuff.

Drew,

I mean a master page as in a Site.master file that contains the header and 
footer content and a ContentPlaceHolder for the content Pages.  Then the sub 
pages would just contain a content control.

It seems that now the pages are duplicating the header and footer content, with 
the exception of the Account/portfolio/orders pages which are storing the Top 
Menu in a user control named (ClosedOrders.aspx), which IMHO is an odd name for 
a control that contains the menu.

What do you mean by a Master Page? I would think we already have that in 
Default.aspx
