On the RAT stuff, you'll find that it is expected that you run it before
voting on an RC/askign the incubator board for votes on a release.
This page says that it can be used to audit non-Java codebases. The license
stuff is really helpful for a new project's first release attempt as the
license stuff can be quite painful.
