I was thinking of doing something along the lines of what you suggest with a discussion index page for active discussions and child pages. I was also going to suggest we have a discussion archive page where we would move the discussion after we have decided that it is not a good idea or after the feature has been implemented and the documentation updated with the change. I don't know if that is the "correct" structure but it makes sense to me.
