You can get access to the WIKI without being a committer, but signing the ICLA 
and emailing Daniel Kulp.

provides more details on phase I and phase II, as I mentioned in my last email.

Can somebody who has contributor status on the wiki upload this as a wiki page 
so that we can all edit it?
