Google uses a set of private scanners that we've built so I'm not able
to share the technology publicly.  Unfortunately, part of the success
of the system relies on its obscurity - I'm sure the bad guys read
these forums too.  Those tools usually let a human see pretty quickly
where the problem is.  But converting that into automatic diagnosis of
the problem in a fully automated way is tough - there's still lots of
stuff that's easy for a human but hard for a computer.  The scanners
really only see the end result and don't necessarily know where the
problem came from.

So, unfortunately, there's still work that webmasters need to do to
figure out the problems.  The diagnostic page (http://www.google.com/
safebrowsing/diagnostic?site=<site-name-here>) can often provide
useful information.  Search your server for the names of sites listed
on that page usually turns up the problem.
