This is a local example of the bias in determining "Refugee" status here in Canada. Of course, this is a well established trend, but its always interesting to see how victims of Western client regimes (in this case Uganda) are denied their rights under international covenants. The case of Sarah Kanamwangi has been taken up by the Ontario Coalition Against Poverty and is apparently producing some results. Nonetheless, the political implications of allowing her to stay may be too high for the Canadian government to pay...After all mining firms listed on the Canadian stock exchanges need the image of Uganda's neoliberal posterboy President to be preserved in order to maintain their presence in Eastern Congo, which rellies heavilly on the Ugandan military occupation in the region. Furthermore, the Canadian firms can't afford the lucrative diamond, copper, and other mineral exchanges in Kampala to be closed to them...This is a perfect case that illustrates how cruel foreign policies, and narrow financial interests, can overrun human rights concerns in individual cases. Even if Sarah is granted her wish to stay in Canada, sadly thousands of other Sarah's will be denied this right on a daily basis across the West...This is obviously a systemic problem that needs to be fought on all fronts.] In a message dated 16/07/01 16:47:05 Eastern Daylight Time, [EMAIL PROTECTED] writes: << Subj: Sarah Kanamwangi : OCAP Immigration Update Date: 16/07/01 16:47:05 Eastern Daylight Time From: [EMAIL PROTECTED] (Ontario Coalition Against Poverty) Sender: [EMAIL PROTECTED] Reply-to: [EMAIL PROTECTED] To: [EMAIL PROTECTED] A long-standing OCAP immigration case has seen a very encouraging development in the past few days. As you may remember: "After a large showing of support from OCAP members and CAW flying squads at the Greater Toronto Enforcement Centre, Sarah Kanamwangi, mother of three Canadian-born children, had been awaiting a response from Immigration Canada. The action, which was more than 70 people strong, resulted in a meeting being granted with top GTEC officials and Immigration Canada conceding to conducting a risk assessment. Sarah had since received a negative decision in this assessment, which pushes Sarah and her small daughters one step closer to deportation to Uganda. Immigration Canada does not deem the wellbeing and rights of Sarah's children to be grounds for granting her landed status, nor does it feel that Sarah's return to a country where she has been jailed to be in any way a risk." - Exerpt from OCAP Immigration Update, June 2001 Recently, we received notice from Immigration Canada that although they did not consider Sarah to be at risk upon return to Uganda, they have transferred her file to the Immigration office in Scarborough for a full Humantarian and Compassionate interview. This is a very positive, in that Sarah is being permitted to undergo the process she was entitled to from her arrival years ago in Canada. Sarah's battle with Immigration, to become a landed citizen, is far from over. But thanks to heavy pressure on the part of OCAP and its allies, to Sarah's resilience and courage, to forcing Immigration Canada to see Sarah and her family as people with lives ... we have moved one step closer. OCAP continues to fight alongside families who must struggle against the indignity and injustice of the Canadian state. It calls on its allies and supporters to remain strong in this fight. ** Ontario Coalition Against Poverty 249 Sherbourne Street Toronto, Ontario M5A 2R9 416-925-6939 [EMAIL PROTECTED] www.ocap.ca ** >> ______________________________________________________________________ To unsubscribe, write to [EMAIL PROTECTED]
