I believe the admin-chap is how the target authenticates itself to the
initiator. There is no reason to disable it. The target will permit access
LUNs without authenticating itself. (if the other direction of CHAP is
enabled it will not permit access, but that is on a per-target basis rather
then a per-server basis)
