A goal of the Data Migration Manager (DMM) is to be independent from any given file system beyond the knowledge presented by the virtual fs layer. We'll of course want to optimize beyond that to take advantage of underlying behaviors that we know about. This approach is very much different from the ZFS send/receive mechanism which is highly optimal in moving just a ZFS file system. May want to bring the single-threaded nature of send/receive up as well over on zfs-discuss to get a more active discussion on that aspect.
