Kindly note that the NetBIOS browser and name services are part of the
smbd daemon. i.e. you only have to enable the SMB server SMF service.
(svc:/network/smb/server:default)
If you want to setup WINS server, you can do it using sharectl command.
i.e. For eg:
# sharectl set -p wins_server_1=<ip-address> smb
