The file has already been written to the file system when the virus scan request is made. The impact of the issue you see - which is caused by not having sufficient virus scanning capacity (scan engines) to meet the load - is that the file cannot be scanned. The file therefore cannot be accessed since it must be successfully scanned first. You need to increase the virus scanning capacity (add more scan engines).
