I think that maybe you should install SUNWiscsir for iscsi initiator
driver and SUNWiscsiu for iscsiadm.
And reboot is required after installation. Please have a try.

Using truss I can see that both /lib/svc/method/iscsid and iscsiadm fail with ENOENT on
open("/devices/iscsi:devctl", O_RDONLY) and indeed there's no such file.
According to modinfo, there's no iscsi module loaded (it is on an older Solaris 10 SPARC
machine).
I installed SUNWiscsi and SUNWiscsitgt, the iscsi targets are working fine.
Anyone a clue on how to proceed ?
