John Forte solved me offline. I was missing these 2 commands....
# iscsiadm add discovery-address <local-ip-address>
# iscsiadm modify discovery -t enable
I'm using the local NIC card. After that, they showed up in format.

Hi Michael,
According to the itadm output there are no active iSCSI sessions -- that
means the initiator has not established a target connection. That is
probably the first problem to solve. There may be an initiator
configuration issue that prevents it from discoverying the target.
