I'd like to confirm that irq overlapping might be the issue, at least it was a case for FreeBSD kernel. We had a bad performance once on a freebsd based firewall. And it turned out that embedded broadcom NICs and NICs on PCI shared the same irq. After reassigning them, processor load decreased almost 2 times with much better throughput.
