Generally patches will tend to flow from OSOL /dev to Sol10. not all patches do. Something that is patched in Sol10 might not be in /release, as /release is getting rather long in the tooth right now (we are expecting a new /release any day now, really, i sware). There might be the occasional patch which is only for Sol10 (and equivalent code is not in OSol), but that should be rare.
