It sounds like one of two things:
1) you set the symlink for /usr/src/linux to the wrong kernel version.
/usr/src/linux should point to /usr/src/linux-2.2.16
2) you set up something wrong in lilo.conf. Make sure you have lilo pointing
to /boot/vmlinuz-2.2.16 (which is what you should name it to avoid
confusion). You might want to adjust the symlink of /vmlinuz to point to
this new kernel version as well. Make sure you choose the new kernel at the
boot. did you call the label linux.new or some such?
as for boot from CD rom, adjust your bios back to boot from HD.
Those are guesses without looking at your system.
