Chances are, the you're installing the root partition "/" on a drive
located on your second IDE controller or in a partition beyond the
1024th cylinder of the disk.

If Windows is in your way, you'll want to back it up.  Perhaps try
"fips," which is a free partition-manipulating tool, or buy the Storm
boxed set which has Partition Magic.  These tools will help to move your
paritions around so as to be able to put / in the first cylinders of the
drive.

Another option would be to get a Debian boot disk to get you into your
Storm installation, then upgrade to the brand-new LILO which does not
carry these limitations with it.
