You need to run mscdex.  Is it set to run in the autoexec.bat?  If
not, run it, or put it there.

If you have an ATAPI CD-ROM, just create a Windows emergency boot
disk (you can do this from the Add/Remove Programs applet in Control
Panel for some reason), and boot from that.  If you have a CD-ROM
manufactured in the past 6 years, it's probably an ATAPI drive, so
you don't need any special drivers for it.
