They are both available to me as well.  But when I try to apt-get
install gtk1.2-dev:
storm:/home/sam060# apt-get install gtk1.2-dev
Reading Package Lists... Done
Building Dependency Tree... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
 
Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.
The following information may help to resolve the situation:
 
Sorry, but the following packages have unmet dependencies:
  libgtk1.2-dev: Depends: libgtk1.2 (= 1.2.7-1) but 1.2.8-helix2 is to
be installed
                 Depends: libglib1.2-dev but it is not going to be
installed
E: Sorry, broken packages

Anyway, Sean's solution installed what I needed.  BUT...  I am having a
ton of trouble running 'xscanimage', which uses gtk and would have been
compiled using the gtk-dev package.  I had figured that it was a backend
problem, but maybe it is a frontend?
