I haven't played with 2.4.0 yet but have played with several of the
different 2.4.0-test kernels.
If you are using an SMP machine (muliple CPUs), UPGRADE NOW because it is
quite amazing what difference it makes. If you are running a
non-mission-critical server, upgrade because there is a lot of new, cool
stuff. If you are running a home machine and want better support for IDE
hard drives and/or USB devices, upgrade now.
If you don't fit into these categories, wait a while. They'll find more
bugs and fix them. You are better off waiting for 2.4.1 or 2.4.2.
2.4.0 is very stable, mind you, it is just that you might be one of the
unlucky few to be hit by catastrophic bugs.
That said, I am upgrading to 2.4.0 this weekend if a reiserfs patch comes
out in time. And I don't really fit any of those categories. :)
