Phil Crispin, You can make 5V for a uP fan of 1 Watt 1 LiION +1 NiMH or 4x1 NiMH or 2xLiION +substracting 2,4 V by 1 zener2,4V or4X1 Si diode like 1N4001 or others . A TENSION STABILISER LM7805 NEEDS 8-32 V in for 5V OUT . Speed adjusting by 1 WW potentiometer of 10 ohm will do (or 20 ohm and no substracton but use half the potmeter ..
