Here is a suggestion that might be helpful.  If you put a link between the
handle and the chip ejector the chip ejector will operate automatically on
the upstroke. 

Also, if the right side of the frame were to be cut away and the chip
ejector widened to make a descending platform linked to the sharp disk, it
would work like a sheet metal guillotine and support the off-cut side as it
descended during cutting. This would reduce the effort needed by about 50%
(might be more). It should not create the piece-chucking problem.
