The Checks and Balances web site has an article/commentary that speculates on a potential strategy that Kelly might be pursuing with the Stadium debate. If I understand the argument correctly, Checks & Balances speculates that Kelly might actually see the Stadium drive as a bargaining chip for another high profile "transportation" project. Without endorsing or even agreeing that this strategy exists, I think it does remind us that politics and legislation is sometimes more complicated than it appears on the surface. Simply saying "no" to a stadium, can have unintended side effects.
Sometimes these "stealth" strategies are problematic, but sometimes they are simply reality. Politics is very much an "ART" as is policy making. Sometimes, we oversimplify it in our own minds and discussions.
The article also speculates that Kelly might have an eye on a US Senate seat.

Keep in mind, that this is all "SPECULATION" with little to back it up.
