OK, I'll bite.  CEO of Saint Paul Companies has to make at least 3 million a year.  3% 
tax on him would net $90,000 a year.  5% tax, if it was that progressive, would get 
you $150,000 a year.  I wonder how interested the Chamber will be in a baseball 
stadium if they had to pay for it?  Limit the tax to those making over $75,000 (want 
to make sure the Mayor's department heads get to pay their fair share) and you tax all 
of the downtown boosters without taxing the average Joe or Jane. Heck if the 1,000 top 
paying workers averaged $5,000 (5% on $100,000) contribution you can cover a 5 million 
dollar a year bond payment. NO PROBLEM. 

Let the Chamber argue why taxes that pay for baseball stadiums are bad for business.
