Players generally already pay taxes in the differing
states they play.  I am not sure if that happens here
but it has been discussed.

The teams can be assured of staying put without public
ownership.

Bonds are not used to fund programs but to fund
facilities and other tangible items.  The problem is
if you bond X amount of dollars to be put into the
educational system, that is a one time injection,
unless you bond every year.  As an aside, how much
money would be enough?  the education budget is
already 42% of the total budget, should it be
increased to 60%?  75%?  When will it be enough?
