Although Thune's proposal does go a long way towards focusing stadium funding on those most likely to benefit, it doesn't go far enough.
My modest proposal is that any public funding come from a tax on corporate and personal income generated in a special taxing district that extends for 50 yards from second base or to the edge of the parking lot whichever is farther.
