I'd just like to mention that the one city I know of that has a wage tax is dying because of it. Philadelphia has had such a tax for many, many years and has lost tons of business and jobs because of it. The Philly metro area is quite prosperous but the city continues to lose jobs. The wage tax is a large part of the reason for that. Any kind of wage tax would be a huge mistake for St. Paul.
