I don't know how I can make than any clearer. I have been one of the strongest opponents of the abuse of TIF in the state becuse it shifts the burden of property taxes on existing homeowners and business owners in cities where TIF is given. If you are giving TIF to every retail store that wants to build just because, that is an abuse. Using TIF for redevelopment of blighted areas or to clean up polluted areas is a proper use of TIF. Using Federal dollars and state dollars for prople movers and light rail is a proper use of state and federal subsidies. Getting people to invest in private ventures does not involve OUR tax money. So, do not discuss public subsidies if you don't know what you are talking about. And don't tell me what I support.
