OK, I have a question for our school board member/s on the list.  Has the district 
ever broken down how much of the budget is to pay for "unfunded or under funded 
mandates?"  Also have we ever broken down how much of the budget is paid for support 
staff who's job is to fill out the forms necessary to get Federal or State dollars?   
Staying on the train of thought have we ever tried to compute how much of a teacher's 
time is spent on those tasks?  

Having worked both in the public and non-profit world dealing with Federal and State 
forms, I have always wondered if anyone has tried to break those costs out.  

For those who get upset about administrative costs, always remember that the first 
person hired and the last person cut will be the person who is responsible to fill out 
the paperwork to get the money from the Feds or the State.  Without that person you 
have no program, because you have no money.  Now, if you could just get the Feds and 
the State to fund schools and let local school districts operate them you wouldn't 
need all of the paperwork and could spend more money on education.  But, as more 
politicians be they Mayors, Governors or Presidents campaign as if they were running 
for the school board you will find that they load up the funding will all sorts of 
levels of accountabilities, which means all sorts of employees who's job it is to fill 
out forms and report on the reports of the report that was reported to them by the 
staff person who watched the staff person supervise the administrator who read the 
report that came from the staff that witnessed the performance of the administrator 
who supervised the instructor.
