One of the interesting questions that comes up in SPPS budget discussions, is the question of who controls the purse strings. I'm not an expert on this, but I'm lead to believe that much of the responsibility for spending and budgeting takes place at a site based level. I don't think that site councils have control over budgets, but they do have influence over them. PLEASE - someone with experience, fill in the details.

I know that several people mentioned site council experience in their introductions. I hope that some of them might comment on the experience:

  1) In your experience, how much of a role do site councils
     play in the budget discussion that we are having?

  2) From the perspective of a site council representative
     what are the major financial obstacles that our schools
     must deal with on a day to day basis?

  3) Do your recommend the site council experience to other
     parents on this list? How does one go about joining a
     site council?

What does a site council do?

Site Councils May:

  - help shape and support the school's mission
  - participate in the development of the schools improvement
    plan
  - drive school change and develop conditions for success
  - have input into the selection of the school principal
  - have input into the selection of school staff
  - help plan and prioritize the schools budget
