The 5 area superintendents have a total of 87 people
reporting to them. If they were eliminated, those 87
people (most of whom, but not all, are school
principals) would be reporting directly to the
district superintendent. This is simply too many
people to report to a single person, no matter how
autonomous they may be.

In private industry there is a lot of talk about "span
of control," i.e., how many people should be reporting
to someone higher in the management hierarchy or how
flat or deep the management hierarchy should be. Even
in the flatest organizations, 87 high level managers
reporting to a single person would be considered too
many.

apply to a public school organization.
