Almost ten years ago, Minnesota E-Democracy.Org set out explore ways that citizens can lead efforts that use online tools to encourage political and community participation. When our election 1994 effort was over we discovered that people kept talking in our MN-Politics e-mail forum. In 1998, we took our model local with the creation of the Minneapolis Issues Forum and discovered the power of the "online commons" in local communities. In 2000, citizens in Winona showed how a local effort could be lead by a number of people and expand beyond the online forum into special activities. Now in 2004, St. Paul is helping lead the way with the creation of an official E-Democracy.Org chapter. The Chapter approach may be the model that helps us achieve our mission and dramatically increase the number of citizens and communities that we reach in our second decade. I, with the Board's concurrence, have appointed Michelle Kibiger Chair of the St. Paul E-Democracy Steering Committee. She will serve until such time that an official local Chapter is formed and recognized by the Board. At that point, the local Chapter will be able to officially select its own leaders and forum manager(s). Michelle and the steering committee members will be a great addition to the excellent participative chapter building work of Tim Erickson, the St. Paul Issues Forum Manager.
