I was just a part of a seminar put on about Threat Assessment and Management that used statistics gathered by the Secret Service as its basis for implementing a comprehensive Threat Assessment and Management program in Wake County North Carolina.
Here is a website that may be helpful and provide some statistics and profile information on bullying and those who bully. The website is: www.usss.gov and look under Threat Assessment. I have not checked out the website yet, but the statistics provided to our group were pretty compelling. Here are some that were from my notes from yesterday, 80% of students are bullied at some time during the school year. 15% are experiencing bullying on a regular basis. 43% of students fear harrassment at at school 50% of fights at school are in retaliation for bullying 15% of all absenteeism is from school is directly related to fears of being bullied. another site to check out on this mattter is: www.nesu.edu/cpsv/statistics.\htm I would agree with Michelle that the concensus is that students are bullied on so many varied things that you cannot simplistically say it will happen for only one reason or another. I DO agree with the idea that the rule should be, "No Bully or harrassing behavior of any kind, and that should cover all bases.
