This doesn't exactly answer your question but I recall
hearing Governor Dean say in one of the debates that
the Act cost Vermont $400 for every $100 it got from
the Federal government.

On another subject, that of the area superintendents,
we need to distinguish between the question of whether
there should be a layer of management between the
Superintendent and the 87 or so principals and other
people who now report to the area superintendents and
the question of how well the exisiting area
superintendents are doing their jobs. 

I've seen a number of posts in which people want to
eliminate the area positions because they weren't
satisfied with the answers they got from a particular
area superintendent. That, in and of itself is no
reason to get rid of the area superintendent
positions. It may be a reason to get rid of a
particular person.
