Bob Spaulding says that it's too bad that riders can't have a union.

In Los Angeles, there is the Bus Riders Union, with about 50,000 members.
It (and the NAACP) sued the transit agency because the agency was building
rail projects while cutting back on bus service.  The agency has been
operating for a few years under a consent decree which sets measurable
goals for crowding and other service issues.  Not surprisingly, the agency
tries everything it can to not comply and has stated that once the
decree expires, it plans to go back to doing what it wants (cutting bus
service so that it can build more rail.)
